It goes over the limit on Vueling, TAP Air Portugal and Volotea, but as a soft-sided bag it compresses into the sizer there when the straps are pulled tight. It is genuinely too big for Delta Airlines, American Airlines, United Airlines, JetBlue and 6 more — that overage is on an axis compression does not help with.

Every US major uses a 22x14x9" cage, and this bag is 15" wide
Turning the bag does not help: our check rotates it to its best orientation first, and 15" still lands against a 14" slot. Soft bags get 1.5" of compression on their smallest side, but that side here is the already-legal 9" depth. Nothing recovers the inch, so Delta, United, American, JetBlue, Alaska, Hawaiian and Allegiant read as oversized — as do Air France, KLM and ITA, tighter still at 13.8".
It is a European carry-on with an American price tag
The 55x40x23cm allowance most of Europe works to is 21.6x15.7x9" — a shape this bag was cut for. It clears the Lufthansa group, SAS, Finnair, LOT, Norwegian, Aer Lingus, Ryanair, Wizz Air, easyJet, British Airways and Iberia outright, plus Southwest, Spirit, Frontier and Sun Country at home. Vueling, TAP and Volotea cap depth at 7.9" and need the straps pulled tight. "Global" is the accurate word: everywhere except the country selling it.
Briggs & Riley will not tell you it fits either
Asked on the product page whether a 21x15x9" bag passes an airline requiring 22x14x9", the brand's answer was to contact the airlines — it differs from airline to airline. The same Q&A sends anyone wanting lighter to the ~8.5 lb Sympatico line. Straight answers, and the measurements back both.
Owners argue about capacity, not compliance
The Baseline threads we could read are about space and wheels, not sizers. One owner of the set calls the carry-on a two-night bag; another argues any two-wheeler beats a spinner on volume. Both mean the 22" Baseline, not this 21" Global, and neither was sized at a gate — which settles nothing about whether you will be.

Not for our checks, which are dimensional only. But where a cabin-bag weight cap applies, ten pounds of empty suitcase is ten pounds you cannot pack.
